This act also expressly vested in the Governor-General-in-Council the superintendence , direction and control of the whole civil and military Government of India . इस अधिनियम में स्पष्टतया यह भी कहा गया कि भारत के समूचे सैनिक तथा असैनिक प्रशासन का निरीक्षण , निर्देशन एवं नियंत्रण गवर्नर जनरल-इन-काउंसिल के हाथ में रहेगा .

Keeping the proposed scheme at the Centre in view , the eleven Governors ' Provinces were fully ' liberated ' from the ' superintendence , direction and control ' of the Central Government and the Secretary of State except for certain specific purposes . केंद्र में प्रस्तावित योजना को ध्यान में रखते हुए , गवर्नरों के ग्यारह प्रांतों को , कतिपय विशिष्ट प्रयोजनों को छोड़कर , केंद्रीय सरकार तथा सेक्रेटरी आफ स्टेट की ' निगरानी , निर्देशन और नियंत्रण ' से पूरी तरह ' मुक्त ' कर दिया गया .
